The Challenge

Since 1991, drilling proponents have unsuccessfully tried to pass bills to allow drilling in the Arctic Refuge. Recently the US House and Senate passed a federal Budget that could open the door to oil drilling in the Arctic Refuge. NWF and other affiliated wildlife organizations, such as The Alaska Coalition, have joined together to try to stop this from happening. They felt that the federal budget was not the place to decide such controversial policy issues.

NWF began searching for a solution that would combat those that favored drilling and one that would stop them from furthering their cause in the second phase of the Budget process.

As such, NWF asked The Clinton Group to submit a proposal addressing methods of building coalition support. The challenge had to be complimentary to existing efforts and allow targeted Senators to hear from their constituents about their desire for them to stop drilling in the Arctic Refuge.
